60 amp electrical service and why insurers care

Bottom line: a 60 amp electrical service is one of the most common reasons an older South Okanagan house does not close, and it fails at the insurance step rather than the inspection step. Sixty amps was standard in homes built before roughly 1950. Modern construction runs 100 or 200. In my experience many insurers will not write a policy on a 60 amp service or will require an upgrade as a condition, and because lenders require the property to be insured, no insurance means no mortgage. The part that catches sellers financially is that the upgrade is not just a panel swap. Whoever holds the permit is responsible for ensuring the existing circuits being reconnected comply with the BC Electrical Code, which on a house of that age can mean work well beyond the panel.

I was a Red Seal journeyman carpenter from 1980 and built houses for twenty-four years before I was licensed in 2004, so I have stood in a lot of basements looking at panels, and I know the difference between a service that is small and a service that is a problem.
I am not an electrician and I do not diagnose electrical systems. What follows is what this does to a sale and who to call.
What 60 amps actually means
It is the capacity of the service feeding the house, and it was entirely normal for the era. A house in 1948 had lighting, a fridge, a stove and a radio.
A house now has a fridge, a range, a dryer, air conditioning, a couple of televisions, a home office, sometimes a hot tub, sometimes a shop, and increasingly a vehicle charger. Sixty amps does not carry that.
The failure mode is not a blown fuse. It is an overloaded service running warm for years, and that is why insurers treat it as a fire risk rather than an inconvenience.
Why it stops a sale
This is the chain, and it is worth understanding in order because it explains the timing.
- Buyer’s offer is accepted, subject to financing and inspection.
- Buyer applies for insurance.
- Insurer declines, or requires an upgrade as a condition of binding coverage.
- Lender requires the property to be insured before funding.
- No insurance, no mortgage.
The buyer then walks, or comes back with a number, and either way it happens inside a subject removal period when you have the least leverage and the least time.
Insurer practice is not uniform. Some write these policies, some do not, some do at a materially higher premium, and appetites change. That variability is exactly why this cannot be predicted and why finding out early matters so much.
What the upgrade actually involves
Here is the part that surprises people, and it is the most useful thing on this page.
All electrical work in BC requires a valid permit. A licensed contractor takes it out, or a homeowner does where Section 17 of the Electrical Safety Regulation allows it. Owners of a strata, a non-strata duplex, or a home they run a business from cannot use a homeowner permit and must hire a licensed contractor.
Then the scope question. The permit holder is responsible for ensuring that the existing circuits being reconnected comply with rules 2-200 and 2-300 of the BC Electrical Code. Technical Safety BC publishes an information bulletin on the minimum requirements for upgrading electrical systems in single dwellings covering exactly this.
What that means in practice: you are not simply buying a bigger panel and reconnecting whatever was there. Existing circuits have to meet the requirements to be reconnected. In a house that has been added to over seventy years, with a finished basement done at some point and a garage circuit run by somebody’s brother in law, that can be where the real cost lives.
So get a quote, not an estimate from a friend. The range on this work is wide enough that I will not put a figure in a blog post, and a number that is wrong for your house is worse than no number. Have a licensed electrician look at the actual panel, the actual service and the actual circuits.
There can also be work on the utility side, which is outside the electrician’s scope and adds time rather than necessarily cost.
What else tends to travel with it
A 60 amp service rarely arrives alone. When I see one, I expect to find at least one of:
A fuse panel rather than breakers. Common in the same era, and a separate insurance conversation of its own.
Knob and tube wiring. Insurers treat this as significant, and where it is present the upgrade scope grows considerably.
Aluminium branch wiring, in houses of a later period, roughly the mid 1960s through the 1970s, which has its own connection issues and its own insurer response.
Ungrounded two prong outlets throughout, which is a code compliance question the moment circuits are reconnected.
None of these are reasons not to buy an older house. They are reasons to know the number before you commit to a price.
If you are selling
Find out what you have before you list. Look at the main breaker or main fuse block. If you are not sure, ask an electrician. This costs very little and it removes the worst version of this problem, which is discovering it on day eight of a ten day subject period.
Then it is a straightforward decision with two legitimate answers:
Upgrade before listing. Widens the pool of buyers who can insure and finance the house, removes the largest unknown, and lets you present a permit and a final inspection rather than a question.
Price it in and disclose it. Entirely legitimate if the work does not suit your timeline. Get the quote anyway, so the conversation is about a known number rather than a buyer’s worst guess. A buyer’s imagined cost is almost always higher than the real one.
What does not work is hoping nobody notices. The buyer’s insurer will notice, and by then you have lost weeks of market time and the negotiating position that came with a fresh listing.
If you are buying
Ask what the service is before you write, not after. It is a question your REALTOR can put to the listing agent in one message.
If it is 60 amps, talk to your insurance broker before you remove subjects, not after. Ask specifically whether they will bind coverage and on what conditions. Get it in writing.
Then get an electrician’s quote during your inspection period so the number you negotiate with is real.
Where this sits
Service capacity also decides whether a suite is realistic. A second dwelling unit adds load, and 60 amps will not carry a house plus a suite, so if part of the appeal of an older property is suite income, this comes first. Legal and unauthorized suites in BC covers the rest of that question.
